ARM: OMAP: Update H2 and H3 defconfigs and use NO_HZ and 32K timer

Update H2 and H3 defconfigs and use NO_HZ and 32K timer.

This removes "#warning Enable 32kHz OS timer in order to allow
sleep states in idle"
